Dr. Kakar is an award winning young leader in Canada. She is the winner of Emerging Leader Award, Vanier Scholarship, and 20 other awards recognized by Canadian and international entities for her dedication to water, youth, and women.
Dr. Kakar has a Ph.D. from Toronto Metropolitan University. She is the founder of Blue Pen Education Consulting, Blue College, IWA Young Water Professional Chapter, and Society of Women Engineers (SWE) Vancouver.
Dr. Kakar has roots in Afghanistan where she struggled getting education as an Afghan women and have started Blue Pen with a vision to provide education opportunity to those who need help and support.

With over 30 years of international experience, Jeff has worked with schools, education ministries, and academic partners across 17 countries. A Fulbright Scholar to the Czech Republic, he has guided countless students into top global universities by helping them find the right schools and programs for their goals. Jeff holds bachelor’s degrees in History and Anthropology with minors in Political Science, Philosophy, and Film Studies, as well as a master’s degree in Educational Leadership. Before entering education, he worked in the banking industry. A lifelong learner currently completing his law degree (LLB), Jeff also brings creativity and passion to his work as an actor with over 40 film and television credits—and as a lifelong singer.
